The US Constitution was proposed by the Philadelphia Convention in 1787 and was the subject of intense debate between the Federalists and Anti-Federalists. Ultimately all of the thirteen states would ratify the Constitution.

The Bill of Rights was initially considered unnecessary by such leading Federalists as James Madison. Ultimately Madison would propose the Bill of Rights, the first ten Amendments remain the bedrock of our cherished freedoms.
